I'm working on the roses. It says to start with Ch 26. But when I'm working on Round 1, I run out of chains to work into. I think I need to start with Ch 35. Is this right? or am I doing something wrong?

Hi everyone, I'm sorry for the late reply! The original instruction is correct, but the beginning might be a bit confusing indeed.
Ch 26. Crochet in rows.
Row 1: start in fifth ch from hook, (hdc + ch 2 + hdc
into next ch, ch 2, skip next 2 ch) repeat 7 times, hdc +
ch 2 + hdc in next ch, ch 3, turn [49] (picture 5)
The first hdc + ch 2 + hdc is worked in the fifth ch from the hook. You work in all of the following stitches (indicated with an x):
