I am confused. I finished round 19, but I don't quite get if I am supposed to finish the round at the begging of the next round, or if I have to finish it just behind the 30 chains.

Hi Sofi, I believe you're referring to this part?
Find the middle stitch under the chin on round 18 and
mark with a stitch marker.
Rnd 19: sc to the marker, ch 30, sc into the marked
stitch, being careful not to twist the chain, discard the
marker, sc in all remaining st [54 + 30 ch]
Mark the front loop of the second chain stitch on round
19 with a stitch marker. This will show you where to
start on the neck later.
Rnd 20: BLO sc in next 30 ch, sc in both loops of all
remaining st [84]
In round 19 you work 30 chains, you attach the chain back to the head in the same stitch and then you continue crocheting on the head until you're back at the start of the chain - so your last stitch is the stitch before the chain.
In round 20 you then continue working BLO sc stitches on the chain. When you're back on the head-part, you continue working sc on the head.

Your new end of the round would indeed be positioned one stitch before the ch 30. In round 20 you will start working on the chain.
